Just in case our 5 years of swarming state capitals decked out in green hard hats, running campaigns calling for more jobs in clean energy, and vowing to only vote for candidates who support renewable energy companies hasn’t made it clear — youth really want more green jobs.
While young people have been some of the biggest advocates for green jobs, no one has really tried to answer the question of whether green jobs will be youth jobs? Will more green jobs mean more jobs for youth, or will young people miss out on the very green jobs we’ve worked so hard to create?
So far, the answer has been “we don’t know.” That’s because, despite all of the green jobs studies that have been done, none of them has really looked at the different kinds of people who actually get green jobs (one exception is for income and education level). This is especially true across different races, ethnicities, genders, and, yeah, ages. So, we set out to change that, writing the first study we know of to look at youth access to green jobs, and also the first written by youth.
Building on Kyle’s earlier research on green jobs demographics, we looked at the industries where the U.S. Department of Labor’s Bureau of Labor Statistics (which finally has the resources to take green jobs seriously) says the most green jobs companies are, and compared that to data on the industries most young people work in. You can see the full results in our paper, but they’re not great:
Basically, industries with the most green jobs, like construction (doing energy efficient building retrofits, for example), don’t employ young people who have jobs (here BLS defines youth as ages 18-24). And the industries that do employ a lot of young people, like retail (and every young person’s favorite job, food service!), have some of the lowest rates of green jobs companies, less than a percent of all green jobs firms. Considering that youth unemployment is even higher than average unemployment, that’s pretty crappy news for all those youth looking to make a difference through a steady job.
To be fair, the data we have only tells us how many green jobs companies there are, not how many actual jobs there are (BLS is surveying total numbers of jobs now, hoping to finish by 2012), and the numbers probably look a little better for youth aged 25-29.
Does that mean more green jobs won’t create jobs for youth? No.
For one thing, tons of studies suggest that investments and policies that support renewable energy, energy efficiency, and solutions to climate change create more jobs overall, compared to equivalent support for fossil fuels and fossil fuel jobs. Just having more jobs total should mean at least some extra jobs for youth, even if most of those green jobs go to older workers. Youth are also not heavily employed in fossil fuel and mining sectors, meaning we will be less hurt by these shifts in investments.
For another, just having more older workers with green jobs (when they used to be unemployed) will create some jobs for youth. That’s because people who are getting paid, when they used to be out of work, also start spending money when they couldn’t before. And they spend that money at places like clothing stores and restaurants — places that employ a lot of young people — and those places start hiring more workers as their business picks up (these are called either indirect or induced jobs). These might not be green jobs directly, and they may not pay the kinds of wages youth need to prosper, but they’re at least an improvement over no job.
But lastly, and most importantly, pushing for green jobs today will mean more green jobs tomorrow. Even if our generation isn’t claiming the majority of green jobs today, you can bet we will soon, as we become the biggest generation in the workforce, becomes innovators helping to solve our energy and climate crises, and move into the age range with the most green employment.
Even putting aside other benefits, like fighting climate change and helping other people find decent work, that’s reason enough for youth to fight for more green jobs.

One year from this week, government leaders, civil society members and representatives of the business community will meet in Rio de Janeiro to discuss the future of the planet. The Earth Summit (also called Rio+20 after the first such global event in 1992) can help lead to a more prosperous world that utilizes natural resources more efficiently and responds to the needs of the most impacted communities of environmental degradation. But only if youth help write the story, and here’s why.
Rio 1992 was a watershed moment for the global environmental conscience. Treaties were signed, commissions created, and action plans drafted. Yet one of the most memorable speeches from the two-week conference was by a 12-year old girl (here’s what she’s doing now).
Now, a generation later, my generation is faced with two seemingly insurmountable challenges: the world is changing at a rate never before seen, and the current governance structures are insufficient to meet even the environmental problems of the 1970s.
Natural Resources Defense Council (NRDC) Trustee and former United Nations Development Programme head Gus Speth writes of his “generation of great talkers” in Global Environmental Challenges: “For the most part, we have analyzed, debated, discussed, and negotiated these issues endlessly…On action, however, we have fallen far short…The threatening global trends highlighted a quarter-century ago continue to this day.”
That’s why we’re looking for something different this time around. NRDC is inaugurating our Race to Rio campaign with an initial set of Earth Summit deliverables we would like to see heads of state, business executives and civil society leaders agree to (see more details and climate/energy asks). The criteria are simple, they must be specific and short-term; involve commitments to work together; and have robust monitoring and reporting provisions.
Actions and accountability
Fortunately, as I reported back from the last preparatory meeting, civil society is already focusing on the dual challenges of actions and accountability. This was reflected in submissions (pdf) to UN Secretary-General Ban Ki-Moon’s High-Level Panel on Global Sustainability as well as recent calls for greater ambition.
We as civil society must channel this energy, however, neither wasting precious time pointing fingers at every unfulfilled promise of the last forty years nor demanding that our leaders commit to lofty ideals long after they will be out of office. NRDC President Frances Beinecke thinks we can learn from the Clinton Global Initiative, which has a unique track record for generating real actions on the ground.
As we contemplate what needs to be done in the next five to ten years, though, be sure: from now until Rio 2012 is the most important year. I uncovered a public service announcement from the run up to Rio 1992 calling on every American to send a telegram to the White House asking the U.S. to lead. We need the same passion and pragmatism guiding us toward Rio in 2012.
An open challenge to youth
Our new abilities to tear down planetary boundaries are only surpassed by our tools to tear down cultural and geographic boundaries.
It’s interesting to look at what’s happened in my generation – the generation of billions: we’ve added 1.3 billion new people to the planet (a billion in our cities), two billion Internet users, five billion mobile phone subscriptions, and brought billions out of the worst kind of poverty.
We know that a successful Earth Summit must engage all strata of society, and thankfully we are beyond telegrams and faxes. But, how do we bring the myriad new media tools to bear on the problem of accountability and actions? This is an open challenge for youth to help shape the debate using a new, more effective language. This week, we raise awareness through posts on #earthsummit and #rioplus20, but we need to think beyond.
Some examples already exist. Earth Day Network’s Billion Acts of Green campaign encourages all of us to share our local actions toward sustainability. The European Environmental Agency’s iEnviroWatch app gives local environmental conditions and wants to invite users to submit content. Various youth rapid response networks at UN climate negotiations provide instant accountability to constituents back home.
And youth from Canada to the UK are coming up with creative ways to engage.
These and many more need to be scaled up by Rio next year, because it is obvious to UN leaders that the current way of doing things will not survive another twenty years. Our world cannot wait for a Rio+40 to curb climate change, repopulate the oceans and restore lost forests.
We need to blaze a path forward at the same time we ask our leaders to lead.

President Obama and Chinese President Hu Jintao touched on energy issues in the bilateral summit between the two countries this week.
“I believe that as the two largest energy consumers and emitters of greenhouses gases, the United States and China have a responsibility to combat climate change by building on the progress at Copenhagen and Cancun, and showing the way to a clean energy future. And President Hu indicated that he agrees with me on this issue,” President Obama said during a Wednesday press conference.
But can the United States step up as a leader on clean energy? The proliferation of politicians whom The Nation’s Mark Hertsgaard calls “climate cranks” suggests otherwise.
The biggest consumers
In international climate negotiations, the United State and China are the two key players, and if the world as a whole is to move forward on combating climate change, agreement between Presidents Obama and Hu would be a huge breakthrough. Mother Jones‘ Kate Sheppard notes that Hu also said the United States and China would work together on climate changes, but, she writes, “I can imagine, though, that the conversation on this subject wasn’t entirely as chummy as the remarks would imply, however. The US last month lodged a complaint with the World Trade Organization about China’s subsidies for clean energy, arguing that the country is unfairly stacking the deck in favor of their products.”
At AlterNet, Tina Gerhardt and Lucia Green-Weiskel explain the background to those tensions and to the U.S.’s protectionist bent on clean energy projects. They write, “Energy Secretary Chu recently framed the new relationship between the U.S. and China as a ‘Sputnik Moment.’ Referencing the first satellite launched by the Soviet Union in 1957, which demonstrated its technological advantage and led to the Cold War-era space race, Chu warned that the U.S. risks falling behind China in the clean technology race.”
Stumbling blocks
China’s motivations for growing its clean energy sector may not be leafy green; new energy sources feed the country’s rapidly growing economy. But at least the country is committed to green energy sources, unlike our climate change-denying Congress. As Mark Hertsgaard argues at The Nation, this brand of American has become so pernicious, it’s time to stop adhering to the protocol that dubs them “climate deniers” and start calling them “climate cranks.” He explains:
True skepticism is invaluable to the scientific method, but an honest skeptic can be persuaded by facts, if they are sound. The cranks are impervious to facts, at least facts that contradict their wacky worldview. When virtually every national science academy in the developed world, including our own, and every major scientific organization (e.g., the American Geophysical Union, the American Physics Society) has affirmed that climate change is real and extremely dangerous, only a crank continues to insist that it’s all a left-wing plot.
Climate cranks attack
Unfortunately, climate cranks continue to interfere with both climate scientists and forward-thinking energy policy. At Change.org, Nikki Gloudeman writes about the ongoing saga of climate scientist Michael Mann, one of the climatologists embroiled in the Climategate brouhaha, who is still being attacked by climate-denying groups for his work. Gloudeman reports that although Mann has been investigated and found innocent of any misdeeds several times over, a group with a bias against climate change, the American Tradition Institute, is trying to obtain access to his work.
And in New Mexico, the state’s new conservative governor, Susana Martinez, “has attempted to subvert her own state constitution in order to stop [a] plan to begin reducing her state’s carbon emissions,” reports Dahr Jamail for Truthout. The plan, executed through state rules, would have reduced the state’s greenhouse gas emissions by 3%, from 2010 levels, each year. The rules should have been made public, but Gov. Martinez kept them from being published, according to Truthout’s report. A local group, New Energy Economy, is fighting to implement them.
Bright spots
In some states, however, the clean energy economy is moving forward. As Care2’s Beth Buczynski reports, Clean Edge, a clean-tech advisory group, has identified the top ten states for clean energy leadership. They include California, Massachusetts, New York, New Jersey, and Illinois.
“Rankings were derived from over 80 metrics including total electricity produced by clean-energy sources, hybrid vehicles on the road, and clean-energy venture and patent activity,” Buczynski reports.
And, as David Roberts writes at Grist, there is important work to be done at the local and regional level to both prepare for and prevent climate change. His preferred term for this challenge is “ruggedizing”—strengthening a community’s ability to respond to challenges brought on by climate change, such as flooding, droughts, or food shortages. The solutions to these problem, Roberts writes, often have the welcome side effect of decreasing carbon emissions, as well:
For instance, the residents of Brisbane are discovering that when disaster strikes, it’s not very handy to have everyone spread out all over the place and utterly dependent on cars to get anywhere. It’s more resilient to have people closer together, more able to walk or take shared transportation. It just so happens that also reduces vehicle emissions.
The advantage of this type of work—building the clean energy economy, ruggedizing communities—is that leaders don’t necessarily have to agree on the reality of climate change to move forward. But these are only partial solutions, and to address climate change on an international scale, the cranks will need to be quieted.

The argument against natural gas got a boost this week, when a congressional investigation turned up evidence that oil and gas companies were using diesel gas to extract gas from the ground.
Natural gas companies have insisted that their newly popular hydraulic fracturing (known as “fracking”) techniques are safe, but as Care2’s Kristina Chew reports, “environmentalists and regulators have become increasingly concerned that the fracking chemicals—including toluene, xylene and benzene, a carcinogen, which are all from diesel gas—are seeping out into underground sources of drinking water, in violation of the Safe Water Drinking Act.”
The mix-up
The Environmental Protection Agency is conducting an inquiry into the environmental impacts of fracking, and some states are considering more stringent regulations of the practice, including disclosure of the chemicals that go into fracking fluid. Gas companies have argued that the blend of chemicals is a trade secret and must be kept private, but the findings of the congressional investigation suggest otherwise. Eartha Jane Melzer reports at The Michigan Messenger, “In a letter to EPA administrator Lisa Jackson… Reps. Henry Waxman, Edward Markey and Diana DeGette reported that although the EPA requires permits for hydraulic fracturing that involves diesel none of the companies that admitted using diesel have sought or received permits.”
And, as Melzer reports, diesel is the only chemical used in fracking that’s currently regulated under the Safe Drinking Water Act. That companies have been sneaking it into the ground does not strengthen the industry’s case for independence.
Ensuring that natural gas companies do their work without threatening water supplies is becoming ever more crucial, as the fuel becomes one of the go-to replacements for coal. In Massachusetts, for instance, some legislators are pushing for a coal plant in Holyoke to start using natural gas or renewable energy, rather than being shut down, as Nikki Gloudeman reports at Change.org.
Supporting renewables
And although renewables are thrown in there as an option, right now the clearest way to replace the amount of energy generated by coal is natural gas. This year’s line on energy policy from Washington, however, is that the country should support innovations in clean energy.
Will Obama’s new direction on this issue go anywhere? Grist’s David Roberts has been arguing that any energy policy that leaves out climate change is missing the point.
However, Teryn Norris and Daniel Goldfarb (also at Grist), of Americans for Energy Leadership, a California-based non-profit, have a smart rebuttal. They argue that clean energy needs the boost in research and development that Obama is promising. Ultimately, they, write, “these investments will drive down the price of low-carbon energy and pave the way for stronger deployment efforts — perhaps even including a strong carbon price at some point — both here and in the developing world, where the vast majority of future emissions will originate.”
But, about climate change!
And to be fair, the federal government is trying to lead the way on investing in renewables. As Beth Buczynski reports at Care2, the Department of Energy is working on a $2.3 million solar energy project that would power its Germantown, Md., location.
Not every one is willing to wait for investments to take hold, however. On the National Radio Project’s show, “Making Contact”, Andrew Stelzer examines what climate activists are doing, post-Cancun, to push forward debates on climate change. Ananda Lee Tan, Global Alliance for Incinerator Alterantives argues, for instance, “Community-led climate justice in the U.S. has been winning. The largest amount of industrial carbon that has been prevented in this country has been prevented by community-led groups, grassroots groups fighting coal, oil and incinerators.”
Cause and effect
Whether the solution comes from industry, government, or grassroots groups, the country’s energy policy will change over the next few decades. And what’s troubling is that it’s not clear what the impact will be. Take natural gas: Washington favors it right now because it’s thought to have lower carbon emission than coal. But any time humans introduce new factors into the environment, they can have unexpected consequences.
That’s not only true for the energy industry, too. In Texas, for instance, the government is trying to eradicate an invasive plant species, a type of giant cane called Arundo that is growing all over the Rio Grande Valley. As Saul Elbein reports for The Texas Observer, it’s been hard to eradicate:
There are three primary ways to control invasive plant species: Kill them with herbicides, clear them with bulldozers and machetes, or attempt to introduce a new predator. The least controversial approach, clearing the cane, is not going to work. There are thousands of square miles of the stuff, and Arundo cane is nearly impossible to cut out. Each stalk has a thick taproot that sends shoots in every direction. You can bulldoze or chop the cane down, and it will grow right back. Worse, any stress on the plant—say a machete blow—causes it to send out more root stalks. Every chopped-up joint of cane that floats downstream can sprout another stand.
But, Elbein reports, scientists have come up with a different solution: They’ve bred wasps that originate in the same region as the cane to come in and eat it. They’ve also taken precautions that the wasps won’t have their own adverse impact on the environment by ensuring that they can only survive on this particular type of plant. But even then, it’s a tricky business.
“The wasps have to survive,” John Adamczyk, an entomologist running the project, told Elbein. “They have to not all get eaten. Then it becomes a question of whether they can keep the cane in check.”

During the State of the Union address earlier this week, President Barack Obama spoke at length about clean energy, with nary a mention of climate change. This is the new environment in which America’s energy policy is being made.
Just two years ago, Democrats were rallying to combat climate change, one of the most worrying challenges the country faces. But now, Obama has apparently given up his plan to openly fight climate change during his presidency. It’s hard to imagine how, even in a second term, he would choose to re-fight the lost battle to create a cap-and-trade system.
The Obama Administration has instead resorted to a sort of insurgent strategy. Instead of waging an all-out battle against energy interests, the U.S. government will try to chip away at the edges of the industry’s power and rally citizens’ allegiances to a new flag, that of “clean energy.”
Climate bill’s absence is smothering clean energy
Since Washington hasn’t succeeded at tackling climate change head on, Obama’s new strategy is to attack the problem obliquely by promoting innovation in clean energy and setting goals for the use of technologies like electric cars. But can clean energy efforts and innovations thrive in the absence of a wholesale climate policy? When a climate bill was still a possibility, clean energy entrepreneurs were promising substantial investments in the sector, if only Congress could give them a framework. And as Monica Potts explains at The American Prospect, in the absence of a climate bill, clean energy has flagged:
What’s been problematic about the president’s approach up to now is that, despite his efforts to pump funding into the clean-energy sector, as he did with about $90 billion of the stimulus, renewable energy hasn’t taken off. Obama had a line in his speech that summed up why this is so: “Now, clean-energy breakthroughs will only translate into clean-energy jobs if businesses know there will be a market for what they’re selling.”
Short on influence
It’s possible that clean energy investors will take the President’s new promise as incentive enough to push forward. But, they will also have to consider the influence of the newly empowered Republicans. Mother Jones‘ Kate Sheppard isn’t convinced that the president’s new tactic will stick:
“There are plenty of people—and most of them happen to be Republicans—who don’t think that policies to support clean energy are worthwhile and who will oppose any attempt to move away from them,” she wrote. “Meanwhile, this latest iteration of the Obama climate and energy plan includes few of the driving forces that would actually make renewables cost-competitive in the near future and allow renewables to compete (the big one being, of course, a price on carbon pollution).”
When “clean” energy includes coal
Another weak point in the President’s new strategy is his reliance on the vague idea of clean energy, which becomes dirtier the more it is used. As Sheppard writes, “Environmental groups weren’t all that excited about the inclusion of “clean coal” and nuclear in that mix, but that’s pretty broadly expected as the price one must pay to draw broader support for a clean energy standard.”
Another key source of clean energy is natural gas. In Washington, it’s become a given that natural gas, which releases less carbon when burned than coal or oil, will help the country transition away from its high-carbon diet and be phased out as energy sources like solar and wind become more viable. (The natural gas industry, of course, doesn’t see its role as transitional. It’s playing for keeps.)
And while some places are rightly celebrating the freedom that natural gas gives them from coal—as Care2’s Beth Buczynski reports, Penn State is investing $35 million to convert its coal-fired power plant to natural gas over the next three years—other places are bearing the environmental toll of this new, clean fuel. In North Carolina, for instance, hydrofracking, the controversial technique that natural gas companies have been using to extract the gas from shale, is not even legal, but already environmental groups are having to fight efforts from energy companies to buy up potentially gas-rich properties, Public News Service reports.
A poverty of political capital
The president’s new strategy on clean energy will surely succeed at turning current energy economy slowly towards a new path. In the absence of any overarching strategy to fix the country’s energy problems, it’s going to have to be good enough. But ultimately, this sort of tactic, born out of a poverty of political capital, cannot move fast enough to keep energy companies from scouring the earth for more profits doing what they’ve been doing.
That means that there will be more scenes like the one in Kern County, California, where companies are dredging up the last resources of oils from the tar sands. In Orion Magazine, Jeremy Miller writes:
The land also reveals the Frankensteinian scars and machinery necessary to keep up that level of production. Gas flares glow on hillsides. Nodding donkeys lever over thousands of wells, some of which are spaced fewer than a hundred feet apart. Between the wells and imposing cogeneration power plants—which supply energy and steam to the senescent fields—run wild tangles of pipe. These are the conduits of an elaborate industrial life-support system, breathing in steam and carrying away oil.
Will the president’s new strategy prevent the creation of more landscapes like this one? It seems overly optimistic to hope so.
